İnsanlık tarihi kadar eski bir uygulama olan sürgün etme, bazen iskân bazen de ceza amacıyla hemen her devlet yönetimi tarafından tatbik edilmiş, pek çok kadim devletin kanunlarında yer almıştır. Osmanlı Tarihi boyunca da her iki amaçla uygulanmış, özellikle on sekiz ve on dokuzuncu asırlarda bu yönteme daha çok başvurulmuştur. Bu durum kanunnamelere de yansımıştır. Zira Tanzimat öncesine ait kanunnamelerde pek bahsedilmeyen sürgün, bu tarihten sonra hazırlanan kanunnamelerde bir ceza yöntemi olarak yerini almıştır.<br/>Suçluların sürgün edilecekleri yerler hususunda bazı yerleşim merkezleri diğerlerine göre daha çok tercih edilmiştir. Bursa da bu konuda öncelikle tercih edilen şehirlerdendir. Bu eserde, Osmanlı Devleti'nin son iki asrında Bursa'ya yapılan sürgünler sebep ve sonuçları bakımından ele alınmıştır. |
