1926-1955 dönemi petrol çerçevesinde Musul sorununu konu edinen bu çalısma, giris ve dört bölümden olusmaktadır. Giris kısmında, Musul'un cografi konumu, nüfus yapısı, ekonomik durumu,petrollerin stratejik önemi ve Musul sorununun 1926 Ankara Antlasması'na kadar olan süreçteki tarihsel gelisimi verilmistir.Birinci bölümde, 1926 Ankara Antlasması'na göre Türkiye'nin Musulpetrollerinde sahip oldugu haklar, Antlasmanın hemen öncesinde ngiltere'ninTürkiye'ye yaptıgı öneriler; Ankara Antlasması'nın içerigi, Türkiye'ye yapılacak "royalty" ödemesinin tanımı, kapsadığı alanlar, geçerli oldugu süre ve hisse oranınTürk Petrol Sirketi ve Irak arasında imzalanan 14 Mart 1925 mtiyaz Sözlesmesi veAnkara Antlasması'na göre tespiti, Irak Petrol Sirketi ve Irak arasında imzalanan 24Mart 1931 tarihli petrol antlasmasıyla Türkiye'nin haklarından meydana gelen degisikler ve Ankara Antlasması'nın taraf ülkelerde ve dünya kamuoyunda yarattığı etkiler üzerinde durulmustur. İkinci bölümde, Ankara Antlasması'nın uygulanması sürecinde yasanansorunlar, Musul petrolleri üzerinde kimi sahısların ve sirketlerin ve Osmanlıvarislerinin petrol imtiyazları ve bu imtiyazların Türkiye ve ngiltere hükümetleritarafından tanınması, Türkiye'nin petrol hisselerini teminat göstererek İngiltere'den borç talep etmesi, petrol boru hatlarının yapımı ve karşılaşılan güvenlik sorunları,Türkiye-Irak Daimi Hudut Komisyonu çalışmaları ve sınır ihlalleri ele alınmıştır. Üçüncü bölümde, Irak Petrol Şirketi ile Irak hükümeti arasında imzalanan 3 Şubat 1952 tarihli petrol antlaşması nedeniyle 1926 Ankara Antlaşması kararlarının revizyonunun gündeme gelmesi, İngiltere-Irak-Türkiye arasından Türkiye'ye ödenecek hissenin oranı, ödeme sekli ve süresi hakkında meydana gelen tartışmalar, revizyonun sonuçları, Ankara Antlaşması çerçevesinde 1926-1955 döneminde Türkiye'ye yapılan ödemeler anlatılmıştır. Dördüncü bölümde, 1926?1955 döneminde Musul sorununun Türk dıŞ politikasına yansıması, hem Türkiye-İngiltere hem Türkiye- Irak ilişkileri hem de Türkiye'nin diğer ülkelerle olan ilişkileri çerçevesinde ele alınmıs; ayrıca Türkmen sorunu, Kürt sorunu, Hristiyan azınlıklar sorunu ve Hatay meselesi konularıyla ilgili Musul sorununun coğrafi, etnik, kültürel, siyasi ve ekonomik boyutları anlatılmıştır.<br/><br/>This study which is an attempt to analyse the Mosul issue in the context of oil within the time period of 1926-1955 is composed of an introduction and following four chapters.The Introduction feataures the geographical location of Mosul, its demographicstructure, economy, strategic importance of oil and the historical background of Musul issue until the 1926 Ankara Agreement. The First Chapter has focused on the rights of Turkey on Mosul oil under the Angora Agreement of 1926, the proposals made by Britain on the eve of theAgreement, the provisions of the Agreement, the definition of the royalty to be paid to Turkey, its contents, the duration of validity, the issue of determination of equities according to the provisions of the Privileges Act signed in 14 March 1925 between Turkish Petroleum Company and Iraq government and the Angora Agreement, the amendments to the rights of Turkey introduced by the Oil Agreement made between Iraq Oil Company and Iraqi government in 24 March 1931, and the reactions to theAngora Agreement by the interested parties and world-wide public opinion.The second chapter has taken up the issues brought by the implementation of the Angora Agreement, the privileges on Mosul oil possesed by some individuals,companies and Ottoman inheritors and recognition of such privileges by Britain and Turkey, and Turkey's attempt to pledge the equities for borrowing funds from Britain, the construction of oil pipe-lines and related security issues, the activities of Turkey-Iraq Standing Comission of Border and border violations.Chapter Three has covered the issue of amendments to the Angora Agreementdue to the Agreement of 3 February 1952 made between Iraq Oil Company and Iraqgovernment, the issue of dividends to be paid to Turkey as one of the interested parties together with Iraq and Britain, the outcomes of the amendments and the payments made to Turkey between 1926?1955.The fourth and last chapter has examined the impacts of Mosul oil on Turkish foreign policy in the time period of 1926?1955 within the context of relations between Turkey and Britain, Turkey and Iraq, and Turkey and other countries; the issues of Turkoman, Kurds, Christian minorities and Antakya so far as these are concerned with the Mosul issue. |
