Dünyada gelişmiş ülkelerde yapılan özelleştirme uygulamalarında Tarımsal Sanayiye rastlanılmamaktadır. Bu ülkelerde Tarımsal kuruluşlar ve Tarımsal sanayi, Kooperatiflerin mülkiyetinde olduklarından özelleştirilmeleri sözkonusu değildir. Zaten özel mülkiyet şeklindedirler. Türkiye'de ise bu kuruluşlar devletin mülkiyetinde olup özelleştirilmeleri sözkonusudur. Özelleştirme tek başına bir amaç değildir. Kaynakların etkin kullanımında bir araçtır. Konuya bu şekilde bakıldığında, Tarımsal KIT'lerin özelleştirilmesi Türkiye için özel bir durum arzetmektedir. Milyonlarca üreticinin geçimini sağlayıp ve istihdam edildiği Tarım Türkiye Ekonomisinde büyük bir öneme sahiptir. Ülke nüfusunun büyük bir bölümü yaşamını tarımdan sağlayıp devam ettirmektedir. Kuruluşları Cumhuriyet dönemine kadar uzanan Tarımsal KIT'ler, Türkiye Tarımının tek yönlendiricisi ve organizatörüdür. Dağıtım ve Pazarlamalar bu kuruluşlarca yapılmaktadır. Yıllardır, Türk çiftçisiyle entegre olmuş ve içiçe girmiş bu kuruluşların, ilgisiz kişilere satılması Türkiye için büyük problemler doğurabilecektir. Bu kuruluşlar mutlaka gerçek sahibi olan üreticilere satılmalıdır. Çünkü bu kuruluşların birkaç kişiye satılması özelleştirmenin amacına ters düşmektedir. Çalışmamızda ki hipotezimizi doğrulamak için; Türkiye Şeker Sanayiinde başarılı bir kooperatif kuruluşu olan PANKOBIRLIK'i inceledik. Yaptığımız araştırmalarda PANKOBIRLIK'in Şeker Fabrikalarının her türlü performans karşılaştırmalarında T.Ş.F.A.Ş.'den daha üstün oldukları ortaya çıkmıştır. Türk Tarımında Pancar üreticilerinin PANKOBIRLIK ile göstermiş oldukları başarıyı, diğer tarım üreticileride kendilerine şans verildiğinde gösterebileceklerdir. |

We can see privization applications in agricultural Industry in developed Countries. In these counties it is impossible privazate agricultural. Organizations and industry because these are owned by Cooperatives in Turkey homover these organizations are owned by state and can be privizote. But privization itself is not a ultimote goal. Instedid it is an instrument for efficient source usement. By this context privization of agricultural SEE's is a Special Case For Turkey. Because agricultur has an Important place in Turkish economy. It is a large sector where a great part population of the Country is employed. Agricultural SEE's (Which were set up in the first year of republic) are ultimate organization and manager Of Turkish Agricultur. Marketing and distribution are made by these enterprises. Selling of these (Intogroled, with farmers for a long time) enterprises to unsevelent people may create a lot of problems. These organizations must be sold to real owners, producers. It is incornet with the aim of privization to sell these organization to a few people. In our study to corret our thesis. We analyze a Succesful Cooperative in Turkısh Sugar Industry, PANKOBIRLIK. Our Search showed that PANKOBIRLIK Sugar factories are better than T.Ş.F.A.Ş. in various performence Comparing. Other agricultural producers can show the performence of PANKOBIRLIK. |
