Günümüzde organizasyonların çevresi oldukça hızlı bir değişim içinde bulunmakta, bilgi teknolojilerindeki hızlı gelişmeler işletme dünyasını artan bir hızla etkilemektedir. Küresel rekabet, kıt kaynaklar, hızlı teknolojik değişim, pazar değişiklikleri, artan sosyal sorumluluklar, küçülen organizasyonlar örgütleri büyük oranda etkileyen gelişmelerdir. Rekabete dayalı bir ortamda örgütlerin gelecekte başarılı olmaları büyük ölçüde yönetim tarzları ve yaklaşımlarında da değişikliğe bağlı olmaktadır. Günümüz toplumlarında örgütlerin ve kurumların karşılaştıkları sorunların temelinde; değişen çevre koşullarına uyum problemleri, değişimi takipte yaşadıkları güçlükler ve alınan stratejik kararlarda bilimsel yöntemlerin kullanılmaması bulunmaktadır. Stratejik Yönetim, değişken çevre koşulları içerisinde örgütlerin ve kurumların örgütsel amaç ve hedeflerine ulaşmalarında, örgüt misyonunu yerine getirmelerinde ve örgüt çevresini değerlendirmelerinde etkili bir yöntem ve bilimsel bir araç özelliği taşımaktadır, örgütlerin bu hızlı değişimle başa çıkabilmeleri için üst yönetimlerinin değişimci bir yaklaşımla amaçlar oluşturma, strateji geliştirme ve uygulamada stratejik yönetimi bir araç olarak kullanmaları gerekmektedir. "Stratejik Kararlarda Örgüt Misyonunun önemi ve Bir Uygulama" konulu bu tez çalışmasında; örgütlerin ve kurumların misyonlarını yerine getirme ve örgütsel amaçlara ulaşmada stratejik yönetimin ve misyon belirlemenin önemi vurgulanarak stratejik analizler yoluyla kararların oluşumu anlatılmaktadır. Çalışmanın uygulama bölümünde, Sosyal Güvenlik Sistemimizin içinde bulunduğu durum değerlendirilmekte ve bu sistem içinde yer alan Ordu Yardımlaşma Kurumu tanıtılarak, tüm dünyada ve ülkemizde sosyal güvenlik kuruluşları ile ilgili sorunların önlenmesi çerçevesinde, OYAK'ın gelecekte uygulayacağı uygun stratejinin analitik bir yöntemle nseçimi ve örgüt misyonunu nasıl etkin sağlayacağının tespiti amaçlanmaktadır. Bu amaçla çalışmada, öncelikle stratejik yönetim süreci incelenerek bu süreç içerisinde örgüt misyonu ve amaçların önemi anlatılmakta, daha sonra stratejik analiz ve kararlarda kullanılan sayısal yöntemler incelenmektedir. Çalışmanın uygulama bölümünde ise; kurum bünyesinde yapılan çalışma sonuçlarına göre "OYAK İçin Bir Stratejik Karar Modeli" geliştirilmektedir. Bu bölümde kullanılan OYAK performans verileri 1994-1997 dönemini, geleceğe ilişkin projeksiyonlar 1998-2010 yıllarını kapsamaktadır. Model üzerinde belirlenen amaçlar ve stratejiler arasında sayısal analizler yapılarak örgüt misyonunu sağlayan en uygun karar seçilmektedir. Bu kapsamda, amaçların değerlendirilmesinde ve alternatif stratejilerin seçiminde hiyerarşik karar yöntemlerinden İkili Karşılaştırma Yöntemi - PCM (Pairwise Comparison Method) kullanılarak model üzerinde uygulama yapılmakta ve sonuçlar değerlendirilmektedir. |

The environment of today's organizations has been dramatically changing. Information technology in all its diversity exerts an increasing influence on all spheres of business life. Global competition, scarce resources, rapid techonological changes, market changes, increasing social responsibility and shrinking organizations are the major events that greatly effect organizations. In an competitive settings an organizaton's success in the future will depend on fundamental changes in managerial style and approach. In today's society organizations and institutions are faced with these underlying problems: adaptation to changing evironmental conditions; the difficulties of keeping up with changes, and the lack of use of scientific methods in the making of strategic decisions. In the midst of changing environmental conditions, strategic management is an effective method and scientific tool for helping organizations and associations acheive their organizational purposes and goals, carry out their organizational mission, and evaluate their organizational environment. For organizations to deal successfully with these rapid changes, it is necessary that their top management use, with a change-agent approach, strategic management as a tool in the formulation of goals and the development and application of strategy. This thesis entitled: "The Importance of an Organization's Mission in Strategic Decisions and an Implementation" emphasizes the importance of strategic management and mission clarification in carrying out the mission and goals of organizations and institutions and the making of strategic decisions by means of strategical analysis. In the implementation section of this thesis, our social security system is evaluated focusing on OYAK as a part of this system. In the framework of preventing problems in relation to social security institutions in our country and in the entire world, the aim of IVthis work is to help OYAK, in its chooise of carrying out appropriate strategies for the future by means of an analitical method and in determining how its organizational mission can be effectively obtained. With this purpose in mind, this work first of all examines the strategic management prosess; then explains the importance of an organizations mission and its goals within this process; then examines strategic analyses and the use of quantitative methods in decision-making. Furthermore, in the implementation section of this thesis, "A Strategic Decision Model for OYAK1 is developed which was based on the results of a study done within this institution. Also, in this section OYAK's performance data from the 1994-1997 period are used and future projections for the years 1998-2010 are included. Then, by use of quantitative analyses among goals and strategies formulated using this model, a decision is made regarding the best way to achieve the organization's mission. In the evaluation of goals and choosing of alternative strategies, implementation was carried out and results were evaluated using the Pairwise Comparison Method-PCM; one of the methods of the Hierarchical Decision Making Process. |
