Sağlık sektörü zamanın ilerlemesi ile birlikte ve teknoloji geliştikçe daha önemli ve kritik bir noktada yer almaya başlamıştır. Bu sebeple sağlık alanında yapılan çalışmalar sektörün kendisini geliştirmesi ve yenileyebilmesi adına önem arz etmektedir. Yapılan tez çalışmasında sağlık sektörü ele alınarak belirlenen bazı hastanelerin performansları belirli yöntemler kullanılarak değerlendirilmiştir. Genel olarak performans değerlendirme alanında çok kriterli karar verme yöntemleri pek çok sektörde uygulanmaktadır. Bu yöntemlerin içerisinde yer alan VZA(Veri Zarflama Analizi) ve AHS(Analitik Hiyerarşi Süreci) yöntemleri ayrı ayrı kullanılmakla beraber VZA/AHS hibrit yöntemi olarak birlikte de değerlendirilebilmektedirler. Bu çalışmada tüm Dünya'da öne çıkan sektörlerden biri olan sağlık sektörü ele alınarak Türkiye'nin başkenti olan Ankara'daki 8 kamu hastanesinin etkinlik performanslarının değerlendirilmesi amaçlanmıştır. Çalışmada ilk olarak kapsamlı bir literatür çalışması yapılarak 166 adet makale incelenmiştir. VZA/AHS sıralı hibrit uygulamasında farklı girdi parametreleri kullanılarak dört farklı senaryo üzerinden çözüm yapılmıştır. Belirlenen ilk senaryo için üç adet girdi değişkeni sırasıyla "Uzman ve Pratisyen Hekim Sayısı", "Yatak Sayısı" ve "Başvuru Sayısı"dır. Çıktı değişkenleri ise sırasıyla "Ameliyat Sayısı" ve "Yatan Hasta Sayısı"dır. Belirlenen ikinci senaryo için ise ilk senaryodaki girdi değişkenleri arasında yer alan "Başvuru Sayısı" çıkarılmış, diğer girdi ve çıktı parametreleri ise aynı kalmıştır. Üçüncü senaryo için "Yatak Sayısı" belirli bir miktarda artırılarak diğer parametreler aynı kalmıştır. Dördüncü senaryo için ise "Uzman ve Pretisyen Hekim Sayısı" belirli bir miktarda artırılırak diğer parametreler aynı kalmıştır. Sonrasında her dört senaryo için ayrı ayrı VZA/AHS sıralı hibrit yöntemi ele alınarak çözülmüş ve Karar Verici Bileşenler (KVB) sıralanmıştır. Çözülen hibrit yöntemin ek olarak değerlendirilmesi için Wang ve Chin'in VZA/AHS hibrit yöntemi ile yeniden çözülerek sıralama tekrardan yapılmıştır. VZA/AHS modellerinin çözümünde LİNGO 19.0 programından destek alınmıştır. Bu çalışmada VZA ve AHS yöntemlerinin ayrı ayrı kullanılması ile yaşanan olumsuz yönler kaldırılarak VZA/AHS yönteminin avantajlarından yararlanılmıştır. Çalışmanın sonucunda hastaneler kendi içlerinde sıralanarak iyileştirilmesi gereken hastaneler çıktı olarak sunulmuştur. Her dört senaryo incelenerek analiz sonuçlarının sıralamaya nasıl etki ettiği yorumlanarak gelecekte yapılabilecek iyileştirmeler ve alınabilecek tedbirler değerlendirilmiştir. |

The health sector has become inceasingly essential and critical as time progresses and technology develops. For this reason, studies in the field of health are important for the sector to develop and renew itself. In this thesis, the performances of some hospitals, which were determined by considering the health sector, were evaluated using certain methods. In general, multi-criteria decision-making methods in the field of performance evaluation are applied in many sectors. DEA (Data Envelopment Analysis) and AHP (Analytical Hierarchy Process) methods, which are among these methods, are used separately, but they can also be evaluated together as a DEA/AHP hybrid method. In this study, it is aimed to evaluate the efficiency performances of 8 public hospitals in Ankara, the capital of Turkey, by considering the health sector, which is one of the prominent sectors in the world. In the study, firstly, a comprehensive literature study was made and 166 articles were examined. In the DEA/AHS sequential hybrid application, a solution has been made over four different scenarios using different input parameters. Three input variables for the first scenario determined are "Number of Specialists and Practitioners", "Number of Beds" and "Number of Applications", respectively. Output variables are "Number of Operations" and "Number of Inpatients", respectively. For the second scenario determined, "Number of Applications", which is among the input variables in the first scenario, was removed, while other input and output parameters remained the same. For the third scenario, "Number of Beds" was increased by a certain amount and other parameters remained the same. For the fourth scenario, the "Number of Specialists and Practitioners" was increased by a certain amount and other parameters remained the same. Then, for each of the four scenarios, the DEA/AHP sequential hybrid method is handled and solved and Decision Making Components (DMU) are listed. In order to evaluate the solved hybrid method additionally, the ranking was redone by resolving with Wang and Chin's DEA/AHS hybrid method. In the solution of DEA/AHP models, support was received from the LINGO 19.0 program. In this study, the advantages of DEA/AHP method were utilized by removing the negative aspects experienced by using DEA and AHP methods separately. As a result of the study, the hospitals were listed among themselves and the hospitals that needed improvement were presented as output. By examining each of the four scenarios, how the results of the analysis affected the rankings were interpreted and future improvements and measures that could be taken were evaluated. |
