Osmanlı gayrimüslimlerinin genel durumlarına bakıldığında ne önce ne de Tanzimat döneminde sistematik bir düzenlemeye gidilmiştir. Bu "millet sistemi" eleştirilerinde kullanılan bir argümandır ve bununla Osmanlı'nın bir sistemi olmadığı sonucuna varılır. Bu arada Osmanlı Devleti'nde gayrimüslimlerin idare biçiminin "millet sistemi" olmadığını da ispatlar. Buna karşın Osmanlı'nın bir sistemi olmadığı her şeyden önce yüzlerce yıllık yaşananları küçümseme, dikkate almama anlamına gelir. Osmanlı'nın gayrimüslimleri idare biçimi "millet sistemi mi?" Bu tamlamayı eleştiren bu çalışmanın bir önerisi vardır. Osmanlı yüzlerce yıllık dindaşlarının oluşturduğu bir geleneğin takipçisidir. Bu geleneği "fetihten önceki durumun korunması geleneği" şeklinde ifade etmek mümkündür. Gelenek öncekini takip etme ve takip edilmesi için yenisini üretme şeklinde yürür. Bu Osmanlı'da şeriata uyma şeklinde iken şeriatın belirlemediği ancak ona aykırı olmayan yeni yorumlarla şekillenir. Osmanlı bu geleneği yürütme çabasını 1. Dünya Savaşı sonrasında dahi sürdürmüştür. |
