Bu çalışmada, Birleşmiş Milletler Güvenlik Konseyi (BMGK) reform süreci, rejim teorisi ve inşacılık kuramları çerçevesinde ele alınmış; Çin Halk Cumhuriyeti ile Türkiye Cumhuriyeti'nin reform taleplerine ilişkin söylemleri karşılaştırmalı olarak incelenmiştir. Araştırma sorusu, "BMGK reform talepleri, uluslararası rejimlerin sürdürülebilirliği ve değişimi bağlamında aktörlerin söylemleriyle nasıl şekillenmektedir?" şeklinde belirlenmiştir. Çalışmada nitel araştırma tasarımı benimsenmiş, söylem analizinde tarihsel söylem analizi yaklaşımı kullanılmıştır. Ayrıca BMGK'nın tarihsel gelişimi ve BM Şartı'nda reformun önündeki yapısal engeller de incelenmiştir. Çalışmanın bulguları, aktörlerin reform taleplerinin yalnızca güç dengesi ve çıkar hesaplamalarına dayanmadığını; aynı zamanda kendi kimlik tanımlarına göre şekillenen normatif beklentiler ve meşruiyet arayışlarıyla da biçimlendiğini göstermektedir. |

This study examines the United Nations Security Council (UNSC) reform process through the lenses of regime theory and constructivism by conducting a comparative analysis of the People's Republic of China and the Republic of Türkiye's reform related discourses. The main research question is formulated as: "How are UNSC reform demands shaped by actors' discourses within the context of the regime sustainability and change of international regimes?" A qualitative research design is adopted, and the historical discourse analysis is used. The study also addresses the historical development of the UNSC and the structural barriers to reform embedded in the UN Charter. The findings reveal that actors' reform demands are shaped not only by power balances and cost-benefit calculations but also by normative expectations and legitimacy concerns derived from their self-defined identities. |
