Bu çalışma kapsamında, genel olarak konut sorunu, toplu konut kavramının gelişimi ve OR-AN Toplu Konut Yerleşimi incelenmektedir. Mimari özellikleri ve konut sorununa getirdikleri farklı yaklaşımlarla dünyada ve Türkiye'de ön plana çıkmış olan toplu konut yerleşimleri incelendiğinde, hemen her dönem biçimsel, fonksiyonel, çevresel ve sosyal konularda nitelik arayışlarının gündemde olduğu gözlenmiştir. Yalnızca niceliksel eksikliği doldurmak amacıyla tasarlanmış ve inşa edilmiş yerleşimlerde ise, sosyal problemlerin yanında birçok biçimsel problemle de karşı karşıya kalınmıştır. Bu bağlamda dünyada ve Türkiye'de tasarlanmış olan nitelikli toplu konut örnekleri ışığında Türkiye'den, girişimin ölçeği, özellikleri ve elde ediliş yöntemi açısından ayrıcalıklı bir durum oluşturması nedeni ile OR-AN (Orta Anadolu) Toplu Konut Yerleşimi örnek olarak seçilmiştir. Türkiye'de gerçekleştirilen ilk özel toplu konut projesi olmasının yanı sıra, özel sektör tarafından başlatılmış ilk ve en büyük ölçekteki konut planlaması olması ve yeni bir yaşam biçimi önermesi açısından OR-AN Toplu Konut Yerleşimi'nin gelişmesi ve günümüzdeki durumu belgelenmiş, dünya ve Türkiye örnekleri ile karşılaştırmalı olarak tartışılmıştır.Anahtar Kelimeler : Konut, toplu konut, Ankara, OR-AN

Within the context of this study, the housing problem, the development of mass housing concept and OR-AN Mass Housing Settlement is investigated in general. As the outstanding mass housing settlements, in the world and in Turkey, with specific architectural features and alternative approaches to the housing problem, are investigated; it is seen that the quality seeking in the formal, functional, environmental and social subjects has been on the agenda almost in every period. The mass housing settlements which are only designed and built to fill the quantitative shortage, are faced with many formal, as well as social problems. In the light of the assessed mass housing cases both in the world and Turkey, OR-AN (Middle Anatolia) Mass Housing Settlement is chosen as a case study, due to its privileged place through its scale, its features and attainment method. Apart from being the first private mass housing project in Turkey, it is the largest housing settlement which is initiated by the private sector which as well as promised a new life style. In this context, the development of OR-AN Mass Housing Settlement and its present situation is investigated and documented comparatively with the examples from the world and Turkey.Key Words : Housing, dwelling, mass housing, Ankara, OR-AN
