N2  - Bu çalışmada, Askeri Alanda Devrim tartışmasının merkezinde yer alan hassas hedefleme teknolojisinin, TSK ile PKK terör örgütü arasındaki mücadeleye olan etkisi incelenmiştir. Hassas hedeflemenin TSK lehine yarattığı güç asimetrisi, PKK’yı tepki vermeye zorlamıştır. Bu nedenle, PKK eylem tarzını değiştirerek, modern sistem taktiklerini zaman-mekan-kuvvet boyutlarında operasyonel hale getirmeye çalışmıştır. Bu değişimin PKK açısından iki sonucu olmuştur. Birincisi, PKK kuvvet boyutunda yaptığı değişiklik nedeniyle konvansiyonel saldırı gerçekleştirme kapasitesini ve bu yolla alan hakimiyeti sağlama imkanını kaybetmiştir. İkincisi, konvansiyonel saldırı gerçekleştirme kapasitesini kaybetmesi nedeniyle, alan hakimiyet iddiasını korumak amacıyla, konvansiyonel savunmaya dayalı bir yöntem geliştirmiştir. Çalışmada söz konusu süreç istatistiki ve açıklayıcı yöntemler kullanarak açıklanmıştır; In this thesis, the effect of precision engagement - which is located in the centre of Revolution in Military Affairs debate - over the struggle between Turkish Armed Forces and the PKK terrorist organization is analysed. The power asymetry that is created in favour of Turkish Armed Forces by the precision engagement, forced PKK to react. That’s why PKK changed its modi operandi and operationalized the modern tactics over the dimeansions of time-space and force. On behalf of PKK, this changes caused two results. Firstly, due to changes in force dimension, PKK lost its capacity to commit conventional attacks and to assert control of area by this attacks. Secondly, due to losing the capacity of commiting conventional attacks, PKK tried to continue its assert of area control by adapting a method that depends on conventional defences. In this thesis, this process was studied by using statistical and descriptive methodology
