N2  - Ekonomik olarak büyürken aynı zamanda çevreye de zarar vermemek sürdürülebilir çevrenin sağlanması olarak açıklanabilir. Emisyon ticaret sistemi sürdürülebilir çevrenin sağlanmasında ekonomik bir araç olarak maliyeti etkin piyasa temelli sistem olarak kabul edilmektedir. Sistemin birden fazla ülkede uygulaması bulunmaktadır. Türkiye 2053 net sıfır emisyon hedefine ulaşabilmek için 2024 yılı itibariyle ETS'yi uygulamaya başlayacaktır. Bu çalışmada emisyon ticaret sistemine idare hukuku penceresinden bakılarak diğer ülke uygulamaları kıyas edilmiş, yeni bir idare olan İklim Değişikliği Başkanlığı incelenmiş ve sistemin işleyişi detaylı bir şekilde anlatılmıştır. Bu kapsamda Sistem ve mevzuata dair öneriler sunularak yaşanabilecek sorunlara çözüm getirilmeye çalışılmıştır; Growing economically while at the same time not harming the environment can be explained as ensuring a sustainable environment. The Emission trading system is recognized as a cost-effective market-based system as an economic instrument to ensure a sustainable environment. The system has been implemented in more than one country. Turkey will start implementing the ets in 2024 to reach its 2053 net zero emissions target. In this study, the emissions trading system is examined from the perspective of administrative law, the practices of other countries are compared, the İklim Değişikliği Başkanlığı, which is a new administration, is analyzed and the functioning of the System is explained in detail. In this context, suggestions regarding the system and legislation were presented and solutions were tried to be brought to the problems that may arise
