520			_aRusya İmparatorluğu ve Sovyetler Birliği geçmişi ile birlikte değerlendirildiğinde Rusya Federasyonu küresel siyasette önemli bir yere sahiptir. Bu devlet belirli aralıklar ile Dış Politika Konsept metinleri yayınlayarak dış politikasının ana hatlarını çizmektedir. Bu çalışma, Rusya Federasyonu’nun yumuşak güç ile kamu diplomasisi bağlamında kavramsal metinleri ve pratikteki davranışlarının nasıl geliştiğini açıklamaya yönelik olarak hazırlanmıştır. Bu amaca yönelik olarak öncelikle güç, yumuşak güç ve kamu diplomasisi kavramları hakkında bir araştırma sunulacaktır. Daha sonra 1993, 2000, 2008, 2013 ve 2016 tarihli Rusya Federasyonu Dış Politika Konseptleri yumuşak güç ve kamu diplomasisi kavramları öncülüğünde ele alınacaktır. Sonraki bölüm ise Rusya Federasyonu’ndaki yumuşak güç kavramı ve yumuşak güç faaliyetlerini kapsamaktadır. Bu veriler ışığında ele alınan konuda Rusya Federasyonu’nun günümüze gelinen süreçte yumuşak güç ve kamu diplomasisine verdiği önemin arttığı gözlemlenmekte ancak bu kavramların algılanış biçimi farklılık içermektedir.
520			_aWhen considered together with the history of the Russian Empire and the Soviet Union, the Russian Federation has an important place in global politics. This state periodically outlines the foreign policy by publishing Foreign Policy Concept texts. This study is designed to explain how the Russian Federation develops conceptual texts and practical behavior in the context of soft power and public diplomacy. To this end, a study will first be made on the concepts of power, soft power and public diplomacy. Then it will be discussed in the light of the concepts of soft power and public diplomacy of the Russian Foreign Policy Concepts of 1993, 2000, 2008, 2013 and 2016. The next section covers the Russian concept of soft power and soft power activities in the Russian Federation. In the light of this data, it is observed that in Russian Foreign Policy the importance of soft power and public diplomacy have increased but the way these terms are perceived differs.
