520			_aBu yüksek lisans tez çalışması kapsamında, sosyal medya platformlarının devlet yönetimine müdahalelerinin analizi yapılmıştır. Siyasal düşünce tarihinde görüldüğü gibi, devletler doğası gereği imperium alanlarını koruma refleksine sahiptir. Bu durum, imperium alanını korumak isteyen devletin sosyal medya platformları ile güç mücadelesine girmesine neden olmaktadır. 6 Ocak 2021 ABD Kongre Baskını sürecinde dönemin ABD Başkanı Donald Trump'ın maruz kaldığı sosyal medya sansürü bu durumu gözler önüne sermektedir. Trump'ın sansüre maruz kalması, Twitter'dan çekilen veriler ile ifade edilmiştir. Devletler ile sosyal medya platformları arasında güç mücadelesinin derinleşmesinin doğurabileceği olası senaryolar değerlendirilmiştir. Bu bağlamda güç mücadelesini engellemek amacıyla her iki aktörün çıkarlarının korunabileceği, verimli bir iletişimin kurulabileceği, çok paydaşlı katılımın sağlanabileceği, norm ve davranış ilkelerinin belirlenebileceği özel bir yönetişim modeli önerilmiştir. Küresel Sosyal Medya Yönetişim Modeli devlet ve sosyal medya arasındaki güç mücadelesini engelleme, birey hak ve özgürlüğünü koruma kapasitesi olduğunu ortaya konmuştur.
520			_aWithin the scope of this master's thesis study, the interventions of social media platforms in the state administration were analyzed. As seen in the history of political thought, states naturally have the reflex to protect their imperium areas. This situation causes the state, which wants to protect the imperium area, to enter into a power struggle with social media platforms. Social media censorship was exposed to US President Donald Trump during the 6 January 2021 U.S. Congress Raid reveals this situation. Trump's exposure to censorship has been being expressing by data pulled from Twitter. Possible scenarios had been evaluated that may arise from the deepening of the power struggle between states and social media platforms. In this context, to prevent the power struggle, a special governance model has been proposed in which the interests of both actors can be protected, efficient communication can be established, multi-stakeholder participation can be ensured, and norms and behavioral principles can be determined. It has been revealed that the Global Social Media Governance Model has the capacity to prevent the power struggle between the state and social media and to protect individual rights and freedoms.
