Terörizmle mücadele araçları içerisinde terörizmin finansmanı ile mücadelenin rolü ele alınmıştır. BM ve FATF'in 11 Eylül Saldırıları sonrasında terörizmin finansmanı ile mücadelede uluslararası alandaki kurucu ve kapasite artırıcı etkisi incelenmiş; bu etki Türkiye'nin PKK'nın finansmanı ile mücadelesinin analizi üzerinden irdelenmiştir. Türkiye'nin PKK'nın finansmanı ile mücadelesi eski ve yeni perspektif üzerinden ele alınmış, BM ve FATF nezdinde geliştirilen terörizmin finansmanı ile mücadele araçlarının PKK ile mücadelede kullanılıp kullanılmadığı tartışılmıştır. Bu kapsamda uluslararası alanda BM ve FATF nezdinde ihdas edilen hukuki düzenlemeler incelenmiş, ulusal alanda Türkiye'nin yürürlüğe koyduğu terörizmin finansmanı ile mücadele düzenlemeleri ile karşılaştırılmıştır. Uluslararası alanda geliştirilen terörizmin finansmanı ile mücadele araçlarının Türkiye'de PKK'nın finansmanına karşı kullanıldığı ortaya koyulmuştur. | ||
| 520 | _aThis study examines the effects of the 9/11 Attacks on countering the financing of terrorism, UN's initiatives in this field, the role of FATF's countering the financing of terrorism and its impacts on country practices. The role of CFT among the means of counter-terrorism is discussed. The UN and FATF's founder and capacity-building effects on post 9/11 CFT were examined; this effect is discussed through the analysis of Turkey's fight against PKK financing. Turkey's fight against PKK financing has been discussed from the past and new country perspective, and it has been examined whether the means of combating the financing of terrorism developed by the UN and FATF are used in the fight against PKK. In this context, the legal regulations established by the UN and FATF in the international arena were examined and compared with the CFT mechanism put into effect by Turkey at a national level. It has been revealed that the means of combating the financing of terrorism developed in the international arena are used against the financing of the PKK in Turkey. | ||
